Effective Measures?

In response to the recent horrific killing spree in Akihabara, Chiyoda-ward is planning on shutting down the Sunday car-free zone in the district indefinitely.  I believe that the Chinese phrase for this is "killing the chicken to scare the monkey."  And as a nation we go on racing and racing at a standstill.

The earliest comeback of the zone would be in July.
