Quotas

Even air marshals have quotas to fill, they must report at least one suspicious individual they see every month or risk missing bonus pays, rewards, raises or special assignments. Wow, that is what I love about the US, it just. . .works.

DENVER -- You could be on a secret government database or watch list for simply taking a picture on an airplane. Some federal air marshals say they're reporting your actions to meet a quota, even though some top officials deny it.

"Innocent passengers are being entered into an international intelligence database as suspicious persons, acting in a suspicious manner on an aircraft ... and they did nothing wrong," said one federal air marshal.

アメリカの連邦のエアマーシャルは毎月に少なくとも一人の「怪しい」人を報告しなければいけないらしい、報告しないと、ボーナス、昇給、昇級などが発生しない。その条件をクリアするために、ランダムに人を選んで報告をしているらしい。アメリカもこういった素晴らしい事しているからホッとする、日本もこうやったふざけた事をもっとしないと。
